    Make a list: Bush, Cheney, Condoleeza, Pelosi, Hastert, Gates, add 20 more people if you want... they're all equally as guilty in this. Ordering and/or remaining willfully silent is equally as bad. The truth is that it was 2002-2003, everybody was terrified out of their pants, and some very poor decisions were made across the board.

    Remember the interrment camps for Japanese-Americans in WWII? War tricks people into doing some pretty horrible things. As for seeking justice, the problem was so pervasive that I wouldn't even know where to start. Admit the mistakes and move on.
