The "off budget" items you are referring to are not counted in the "reported" deficit numbers, but they are still added into the overall debt.

And for the last time, congress must approve all federal spending, either in appropriation bills, or supplemental appropriation bills.
1,000 more explanations will be just as useless as the first half dozen. nice try though....

Really .. explain signing statments where Bush disagreed with a debt or deficit and went ahead with spending without congressional approval.

Now where you say wrong my dictionary sez contrary ... if we have a debt and we have no money ywe have a deficit. If we have money and we owe a portion of that money we have debt. If uncle Bush loans you 50 dollars until tuesday where you will repay him out of your check which you haven't yet received ......... (envision hands passing off pause ......) you have a ______________ If we borrow,... say that same 50 dollars but don't have a check coming in which to pay off that loan we have .... (envision hands passing off pause ......) Pause ..... say it _______________. If he won't lend us the money because he's taped out from all his children borrowing and not repaying and we steal err .. borrow without his permission but because we're related, his 357 mag and hock it....(envision hands passing off pause ......) we have a what?

Now do the right thing and give the requested information ... enough of you trying and dodging mad granny's hand bag ..!

If you make $50k in a year, but you spend $52k, you have a $2k deficit for that year. If you start at zero, then your debt is $2k as well.
If you make $50k the next year, but you spend another $52k, you have a $2k deficit for that year, but your debt is now $4k.'
If you make $50K the next year, but you spend another $52k, you have a $2k deficit for that year, but your debt is now $6k

    starting to see the pattern???

now from your own comment, I will show you contradict yourself . . .

"the Bush White House and subservient Congress financed the wars by “Emergency Supplement Requests,”
the real $1 trillion plus costs of the wars were quietly added to the $12 trillion national debt

That the costs were not part of the main budget does not mean the President spent the money on his own, as I have stated numerous times the President is not able to do.

    It's also worth noting . . .

The Obama administration and Democratic-controlled Congress continued Bush’s dishonest method of war finance

what do you consider credible?? here is an excerpt from US Federal Budget as explained on wiki . . .

After Congress approves an appropriations bill, it is sent to the President, who may sign it into law, or may veto it. A vetoed bill is sent back to Congress, which can pass it into law with a two-thirds majority in each chamber. Congress may also combine all or some appropriations bills into an omnibus reconciliation bill. In addition, the president may request and the Congress may pass supplemental appropriations bills or emergency supplemental appropriations bills.

Funny observation though, we both agree if you spend what you don't have and as long as it's not your money the other party is fucked up ..
