Obviously it depends on where your crap goes when you flush...if it is a old system that leaches under your yard, even lots of tissues may give you issues, but if it is a industrial city system with giant pipes, you can flush anything as long as it gets out to street(not that they would want you to flush just anything-lol ) And if you are putting it a paper bag and leaving on someone's doorstep, the most important issue is not getting caught.....
