IMO it's because our culture prefers style over substance. All the money in the world thrown at education won't help if the culture does not value achievement. Pandering to the failures makes it too easy to wander aimlessly through life instead of knowing that it takes education and hard hard work to be successful. We have lowered standards in the name of political correctness, and as a whole we are weaker for it.

Not saying we are totally inept, just that it's not surprising that we are a step behind in more and more fields.

Only because 97.3% of the funding in my girlfriend's public school goes to misdiagnosed autistic kids and juvenile deliquents? That's just crazy talk.
